I mean, it's amazing to think because of a drunk person's inability to stand up straight, the LIRR was sent oveboard to fix these gaps.

Drunk or not, there shouldn't be a big gap to step over when you get on the train. They even say in the article:
Officials say investigators have been looking for "patterns of similarities" in related accidents over a two year period, during that time, there were 115 gap related accidents on the LIRR.

I think the issue is, it was the gaps (railroad's) fault that there was a big enough gap for someone to fall through, but it was her drunkenness that caused her death (by crawling to the other track).
